Лучше как в Эрланге — строка как односвязный список.

У C# List кажись ограничение на 2Гб

На самом деле, корень проблемы — в массиве, а список просто это ограничение наследует.

А как с этим у D, например?

Вроде там массивы индексируются size_t, норм.
