it's not "preinstalled", it's physically hardwired in the ROM, my guess is they have it as a part of photomasks

but the IC manufacturer anyway tests all the chips before packing, they might as well put some firmware in the same operation

i see some unpopulated through holes, but they don't look like something related to programming, maybe provisions for some other models, like LED or extra buttons.
