If you need a business solution, Oracle Cloud costs from $ 200 a month - it's not an expensive and excellent solution! Also there is Anazon RDS, but there are less possibilities, apex is only 5.01

Apex 18.1 works with remote databases via REST, this will allow to use together with the MSSQL database

We own about 600 cores licenses for Oracle Enterprise(!) but our Oracle investments are definitively stopped at the moment because of license politic. I'm personally a big Fan of oracle and especially Apex as a technology but it is nearly impossible to pursuade management to consider oracle as a future tech...

what do you mean based on? you can always import your data from a spreadsheet into apex app or even create an app based on a spreadsheet file
