I think it's possible only if you have PI-addresses and then share one from them by anycast. Clients connect to this shared address. In case one router fails this address still accessible and clients then reconnect to it automatically.

If some clients are grouped in same place it's better to pass them through another router which is able to carry two connections to hub and use dynamic routing within.

clients are not in the same palce, they are at their home at different locations

That the point, you are dependent from the application (VPN service), not the routing itself. If the router with this server fails the only way is to have another connection to other router. If you don't have own address space you can't share same IP for such connection, so you have to use completely other connection as the backup.
