During both the initial round of pandemic-related restrictions and the reopening phases in May and June, local governments and the state government were frequently discordant over their pandemic response due to an insistence from municipal governments to strengthen restrictions and a resistance to enact such restrictions at the state level. The acceleration of the pandemic's spread in May and June led the state to pause the economic reopening on June 25, with the government subsequently reinstating restrictions. A statewide mask mandate was imposed on July 2.
