I really don't like scotty - it feels simple, but it uses quite complicated monad transformers under the hood, and you end up needing to interact with them relatively quickly in the development process (if you want to use ReaderT, it's a pretty big pain). It doesn't give you much in the way of type safety and writing code with it is verbose.ST
