Anything that does tap to wake probably has a touch layer that can operate in a low powered state at all times when the display is off. This would most likely be a hardware change, and not able to be changed with software alone, or at least not without more battery drain while in standby

While this is true, it’s more likely just a philosophical thing (as the other commenter said, the new designs have no home button to wake it from the front).
Tap to wake has been added to a bunch of Android phones through custom kernels, with minimal impact to battery life.
I believe this is more in-line with other decisions like no home bar gestures on the older design and control center still being at the bottom instead of the top right.

IIRC tap to wake (or double tap to wake on some Android phones) work by keeping the digitalizer active even when the screen is off. This requires the process to be ultra efficient and is powered by a low power mode which is not as accurate, but is accurate enough to detect 2 taps or even more accurate to correctly identify a single tap.
This is primarily a hardware feature (similar to raise to wake) which requires components that work in very low power mode. That's the reason why it's available on the latest phones.

I am not sure if this is entirely true, but one thing that I would add is that the iPhones in the past have digitizers that were powered in conjunction with the backlight.
So if you wanted Tap to Wake on the past iPhones, you would have to turn the backlight on all the time; and you don't want that on LCD displays.
On the XR, however, I believe that the backlight and the digitizer is separated, and thus the digitizer can function separately. This also might be the reason why the whole phone is thicker than all the phones in the past few years.
