Have had the same but once found 4k@60 clip and set 4k resolution few times now all clips palys with max resolution (not an auto mode)

По кнопке назад вышел и снова запустил. Ролик пошёл как надо. Больше не повторялось.

How did you resolve it
Find any video with 4k@60hz. Set manually max resolution. Go to next video (next button). Check and set max resolution. Choose vp9 codec every time. After some interations video quality should remain max possible with vp9 codec.
