In the telegram, you can't create a link for users who does not have a username unless you are in one group and only create the link in the same group.
In the telegraph 7 you can do this in any type of chats, and add link to a user in your messages without a username.
For example, you see a user in the group and you want to have a link to the user after left the group, but the user does not have a username. With the telegraph 7 you can copy the user mention id and create a link to that user in other chats.
Another benefit of this feature is to create an access point for users of different groups so that you can add these users to other groups whenever you want.
